CBBB VP, Digital Advertising
Genie Barton serves as the Council of Better Business Bureaus’ Vice President of Digital Advertising. In this capacity, she oversees the Online Interest-Based Advertising Accountability Program, which monitors the desktop and mobile advertising supply chain for compliance with the Digital Advertising Alliance’s self-regulatory principles. She created the Accountability Program in 2010. Since that date, the Accountability Program has published the results of over 60 formal inquiries, counseled hundreds of companies, answered over 12,000 complaints, and reviewed over 30,000 websites. Ms. Barton is a well-known speaker on digital privacy issues, participating in over 20 conferences and seminars in 2015.
Ms. Barton also is the President of the CBBB’s Institute for Marketplace Trust, an educational foundation which provides training and educational materials for consumers, our military service men and women and their families, and small and mid-sized businesses in areas such as financial literacy and consumer protection. BBBI also conducts research and provides business ethics education to advance trust in the marketplace.
Before coming to CBBB, Ms. Barton worked both in the private sector and in the federal government. She served as Vice President & General Counsel of USTelecom, where her focus was consumer protection issues including privacy and online advertising, and legal issues including broadband classification and network management. Ms. Barton’s fifteen-year career in government service included serving as senior counsel in the FCC’s Wireless Communications Bureau; solicitor to the Board of Directors of the U.S. Congress’s Office of Compliance; and legislative counsel to NIST, NTIA, and the PTO in the Department of Commerce’s Office of the General Counsel. Ms. Barton clerked on the Court of Appeals for the District of Columbia Circuit.
Ms. Barton is a summa cum laude graduate of the George Washington University College of Law and holds an undergraduate degree in English Language and Literature with first class honors from the University of Oxford. She is licensed to practice law in the District of Columbia.
Director, Adjudications & Technology
Ayaz Minhas serves as Compliance Specialist for the Online Interest-Based Advertising Accountability Program of the Council of Better Business Bureaus. In this role, he monitors companies engaged in interest-based advertising in the mobile and desktop ecosystems for compliance with the Digital Advertising Alliance’s cross-industry principles for online privacy. A skilled attorney, Mr. Minhas is adept at analyzing technical and policy issues related to data collection for interest-based advertising.
Mr. Minhas also serves as a Project Manager for the Digital IQ program of the Better Business Bureau Institute for Marketplace Trust, a foundation which aims to educate consumers on the tools they need to engage with the digital world.
Prior to joining CBBB, Mr. Minhas served as a Magistrate for the 3rd Judicial District of Region 7 for the Office of the Executive Secretary of the Supreme Court of Virginia. In this role, he adjudicated probable cause hearings on a number of criminal and civil law matters in the city of Portsmouth, Virginia. While serving as Legislative Researcher for Virginia Delegate Bob Marshall (R-13th), he drafted legislation and testified before the Virginia General Assembly on digital privacy issues involving search warrants and the acquisition of real-time and historic location data. Mr. Minhas holds a Juris Doctor from the Catholic University of America, Columbus School of Law, and a Bachelor of Arts from the University of Virginia. He is a member of the Virginia State Bar.
